
The introduction of the EU Third Energy Package in Moldova is nearing completion and soon the country will launch the certification procedure for Moldovatransgaz independent transport network operator.
This was announced by the member of the Board of Moldovagaz and the head of the Financial and Economic Department of the enterprise, Alexandru Sevciuc, while he was recalling that the implementation of the EU Third Energy Package presupposes the financial and legal independence of the gas transportation company, as well as free access to the system for all participants in the gas market, including consumers. This will affect transit flows and pricing for this service, based on the principle of entry-exit tariffs. Alexandru Sevciuc specified that Moldovagaz and Moldovatransgaz are at this stage at the final stage of implementing the requirements of the Law on Natural Gas in terms of fulfilling the conditions for the legal separation of the gas transportation company. And in the near future the certification procedure of Moldovatransgaz independent operator of the transport network will be launched. Alexandru Sevciuc noted that in terms of financial stability, for many years in a row, Moldovatransgaz has been establishing a budget based on expenses approved by the regulator and realistic incomes, which made it possible to reduce the company's accumulated losses and achieve a stable profit. The financial stability of the enterprise in the future will directly depend on the quality of the transport network operator's management and timely tariff policy. According to him, at the same time, in the context of the introduction of new rules on the gas market and a new tariff methodology, Moldovatransgaz has begun active activities to promote its services. To date, 16 contracts have been signed with international traders for the transportation of over 3 billion cubic meters of gas through the territory of Moldova in 2021. Alexandru Sevciuc also noted that the forecast volume will be used in calculating tariffs using the new methodology.
