By the amendments, new provisions have been added to a number of articles of the Code, fines have been raised for many offences and the conventional unit has been increased from MDL 20 to MDL 50. Let’s remind that since November, 2016, the new conventional unit has been applied to offences regulated by the Criminal, the Procedural Criminal and the Procedural Civil Code. The amendments have tightened sanctions for more than 1,000 offences. In particular, the maximum fine imposed on individuals has increased from 150 c.u. to 500 c.u.; the maximum fine imposed on officials and legal entities has grown from 500 to 1,500 conventional units. The fine shall be paid within 30 days since its imposition. In case it is paid within 72 hours, the amount halves. In case the fined person or the fined legal entity fails to pay the fine within 30 days, the provisions of the Procedural Code are applied. In case the fine is not paid because of the shortage of money, the court replaces the unpaid amount with unpaid works, placement under arrest or revocation of the right to be engaged in certain activities. For the first time ever, the fines will be recorded in the Register of Debtors to be created at an order of the government. Although fines for most of the amendments have been reduced, the fines for violation of the road traffic rules have been increased. In particular, drunk driving is fined 350 to 500 c.u. instead of 150 c.u. and entails revocation of the driver's license for 2 to 3 years; drunk driving coupled with the road accident is fined 400 to 500 conventional units instead of 150 and entails revocation of the driver's license for 2 to 3 years. The increase in the fines has caused a wide response in people as the fines have become little correspondent to the social-and-economic situation and the incomes of the population.
