According to the Instruction on the procedure for issuing a medical leave certificate, sick leaves are issued electronically and transmitted for the establishment and payment of temporary disability benefits through the government platform MConnect. The document is transferred to the National Social Insurance Agency and the employer, in compliance with all requirements for the protection of personal data. Electronic hospital lists are signed by doctors with qualified electronic signature. However, the Ministry of Health proposes a number of amendments. So, in the case of illness or injury, the sick leave will be issued for the entire period of treatment until the recovery of working capacity, but not more than 180 days within one calendar year. In the case of diseases such as tuberculosis, AIDS and cancer, it is provided for up to one year in the last 2 years. The document provides that a certificate of temporary disability without restriction will be provided to pregnant women. Unlike current regulations, which stipulate that sick leave for temporary disability is opened for 3 days, after which it is extended for another 3 days, followed by extension, depending on the complexity of the disease, the new provisions will allow issuing certificates of medical leave from 1 to 10 calendar days in one or several stages. Certificates of temporary disability due to illness can be subsequently extended for up to 1 month. The sick-list will be opened on the day of the patient's visit to the doctor and the establishment of temporary disability. The new rules also allow for the provision of medical leave with retroactive effect - within 24 hours or on a different date, but only for certain situations specified in the document. In accordance with the amendments made in November 2018 to the legislation, from July 1, several rules come into force concerning the establishment and payment of benefits related to temporary disability and maternity. In addition, from July 1, the National Social Insurance Agency will establish, calculate and pay temporary disability benefits in accordance with data from the electronic sick leave.
