In Moldova, access to the mortgage state program Prima Casă ("First House") will be further expanded due to the admission to it of a number of new categories of beneficiaries.
This includes amendments to the Law on certain measures for the implementation of the state program Prima Casă, adopted by the parliament in the second reading. Thus, if initially the draft of changes provided that the beneficiaries of this program will be also young people, for each family member who have less than 6 square meters of housing, then in the second reading, this rate was raised to 9 square meters per person. It should be noted that so far only persons who do not have an exclusive or joint residence with a spouse for a year before the application for a loan have been selected to participate in the program. Another innovation was that the beneficiaries of the Prima Casă program could be those who have housing in the village (commune), acquired as a result of inheritance or donation. At the same time, if in the first reading it was stipulated that the exception will be settlements in the Chisinau municipality, then in the second reading it was decided to remove this restriction. In addition, the approved amendments to the Tax Code and to the Law on the State Social Insurance Budget for 2018 provide for future participants of the Prima Casă-2 program from among civil servants to pay monetary compensation invisaged from the state budget to cover 50% of the loan for housing purchase. The amounts of these compensations will not be subject to income tax, they are exempt from other social payments. It is stipulated that the procedure for granting compensation from the state budget will be established in accordance with the Regulation approved by the government. At the same time, the Cabinet will annually offer in the state budget the amount of appropriations for payment of these compensations within the framework of Prima Casă-2. The state program Prima Casă was launched on March 26 and up to now more than 160 people have become its beneficiaries.
