
As part of the state program Prima casă, more than 260 people purchased apartments worth 140.1 million lei ($ 8.3 million).
As reported by the Ministry of Finance, on August 10, 2018, the Organization for the Development of Small and Medium-sized Enterprises (ODIMM), through which the program is implemented, registered 290 applications of individuals to receive state guarantees. More than 90% of applications have already been approved: 262 state guarantees have been provided, 17 applications are at the analysis stage, 2 - at the stage of contract execution. At the same time, 9 applications were withdrawn: 8 - were withdrawn by the banks for various reasons and one application was rejected because of the non-compliance of housing with the criteria of the program. In the framework of the Prima casa program, state guarantees for the amount of 0.7 million lei were issued, and the amount of mortgage loans amounted to 121.4 million lei. Loans are granted through five banks eligible to participate in this program: Moldova-Agroindbank, Moldindconbank, Victoriabank, Mobiasbanca-Groupe Societe Generale, Eximbank. Most of the housing was purchased by young families, and about a third by young people who are out of housing. The average age of applicants for participation in the program is 31 years. It is noted that 14 beneficiaries have used compensations for workers in the public sector, and the state guarantees between 10% and 100% of the cost of loans to families with children. The state program Prima casă was launched in March 2018. Members of the program can be Moldovan citizens under the age of 45 who are officially employed, have no housing and have not taken out mortgages. The purchase price of housing should not exceed 1 million lei, and the initial own contribution should be at least 10% of the cost of housing. The bank loan is granted in lei for up to 25 years. The program is implemented through ODIMM, which is entitled to issue guarantees on behalf of the state in favor of the lender. Budget officers can get 50% of the cost of housing from the state budget (excluding interest on the loan), but on condition that the cost of housing does not exceed 600 thousand lei ($ 35.7 thousand). The third category of beneficiaries of the program is families with children: from August 3 families with 1 child can receive state compensation in the amount of 10% of the loan amount, families with 2 children - 25%, from 3 - 50%, and families with 4 -the children the state compensates for 100% interest on the loan.
