IPRE proposes to reform the Directorate General of Architecture, Urban Development and Land Relations.

The Institute for European Policy and Reforms (IPRE), with the support of the Foundation "Open Society" (FOSI), organized public hearings to discuss how to optimize the urban planning process in Chisinau by reforming the Directorate General of Architecture, Urban Development and Land Relations. The experts analyzed the situation in this area and noted a number of problems in the said management, which lead to the inefficiency of city planning and development. Among them: lack of planning new buildings in the city, inefficient land ownership management, the lack of urban planning documentation, problems with management, transparency and integrity of Mayor's offices. IPRE experts noted that today the combination of functions and competencies in the General Directorate of Architecture, Urban Development and Land Relations creates a conflict of interest and increases the risk of corruption in the institution. There is a lack of public information, including digitized. Based on the identified problems and possible solutions, IPRE made a number of recommendations. Thus, according to experts of the institute, it is necessary to restructure the Main Directorate of Architecture, Urban Development and Land Relations, and the functions of land administration should be transferred to the General Directorate of Economics and Property. It is necessary to develop and implement a set of measures and documents regulating the activities and processes, ensuring control and discipline, as well as training employees in the field of municipal architecture, urban planning and land relations. It is also recommended to create an integrated territorial management service and use intelligent tools for registering, monitoring and controlling territorial planning activities.
