Moldova to create an information resource in trade sector on the basis of an automated management information system and issuing permits
The relevant government decree was published in Monitorul Oficial and will take effect 60 days later. Information resource in the field of trade will allow providing accounting and monitoring of trade units and trading places, as well as related data. Local public administration authorities will be connected to it, which will ensure the entry and updating of data on trade units and trading places, including data of notifications and attached documents submitted by the merchant to the local public administration authority, as well as decisions on the suspension or termination of trading activities adopted by the competent authorities, within maximum 3 days from the day they are received. Access to information about trade units and trade places contained in the information resource in the field of trade is guaranteed to all individuals free of charge. It also provides for the issuance of permits for trading activities online in the “single window” mode. They will also conclude agreements with the e-Governance Agency for the provision of authentication and authorization services by the government electronic authentication and access control service (MPass) to ensure the identity of SIAGEAP users at the institution level. At the same time, responsible persons will designate users who will work with notifications about commencement of trade activities in SIAGEAP at the institution level and determine the level of access granted to them for entering and accessing data through authentication via the MPass service. The persons responsible for implementing, coordinating and monitoring the implementation of the single window solution and the trading information resource based on SIAGEAP will enter into agreements with the e-Government Agency on the provision of payment services in the context of collecting notifications using payment instruments available in the public electronic payment service ( MPay). Through the MConnect Interoperability Platform, persons designated by government agencies will take the necessary measures to ensure effective data exchange in the process of handling trading notifications and / or permits between information systems (databases, data banks, automated registers, web platforms, information portals, data exchange interfaces, individual access points and / or individual virtual cabinets) they own, as well as between them and the respective states systems and registers.
