Moldova has established special rules for the sale of goods and services at a discount.
The corresponding amendments to the Law on Internal Trade were approved by the government. In particular, a separate section will appear in the document, designed to avoid the practice of a disloyal approach when announcing discounts or eliminating stocks of various food and non-food products. As noted in the explanatory note to the document, discounts often advertised on storefronts do not correspond to reality, and discount prices do not change or decrease slightly in relation to the base price. At the same time, it is not clear from the advertising messages what stocks of products are and what assortment is offered for sale at a discount. The authors of the amendments believe that discounts remain a way to attract consumers to stores that use persuasion techniques to make a purchase. The new rules relate to methods of selling goods at discounted prices, they are grouped into several categories, each of which presents separate requirements: liquidation sales, sale of residues, sales of stores at factories / plants, promo sales. The requirements for informing consumers are also described - the rules for advertising and posting messages about discount prices. For example, in an advertising message (with a few exceptions), the reason for the discount must be justified and the exact amount by which the cost of the product / service is reduced should be indicated. All accounting documents that confirm the initial and discount prices must be kept for 3 years and, if necessary, submitted to the regulatory authorities. Any discount advertisements that do not comply with the rules will be considered inappropriate business practice and will be punished according to the law.
