The Competition Council fined Apă-Canal Chișinău nearly 7.2 million lei for violating the Competition Law
The relevant decision was adopted by the Competition Council, while examining the collective appeal of a group of economic agents (Farm Meat Processing, Carmez, Artima, JLC, Pegas, Ungar) and the National Association of Restaurants and Entertainment in Moldova, which in August 2017 complained that Apă- Canal Chișinău applies discriminatory tariffs for pre-treatment of wastewater with a high concentration of pollutants. After almost 2 years of studying the materials and investigation related to this complaint, the Competition Council revealed numerous violations in the activities of Apă-Canal Chișinău. The company differentially and arbitrarily set tariffs and levied additional payments. At the same time, more than 95% of the 23 thousand enterprises located in Chisinau and Ialoveni did not pay the established tariffs for wastewater discharge, in which the concentration of harmful substances was exceeded. Another problem is that the only laboratory capable of assessing the level of wastewater pollution is subordinate to Apă-Canal Chișinău, which raises concerns about the impartiality of the laboratory and the reliability of the analyzes, since Apă-Canal Chișinău is directly interested in making more profit.
