Parliament of Moldova asked the Accounts Chamber to audit until December 31, 2019 four major contracts relating to privatization and concession of state property

This is provided for by a MPs-approved resolution on the request for a compliance audit of the denationalized public property and privatization in 2013–2019. In particular, by this document, the parliament asked the Accounts Chamber to carry out, by December 31, 2019, an audit of the public-private partnership contract on the concession of the state-owned enterprise Chisinau International Airport; the contract on privatization of the state-owned enterprise Air Moldova Airlines; the contract on public-private partnership to modernize and improve the efficiency of the branches of the state enterprise Gările și Stațiile Auto; the contract on the sale of shares of the state JSC "Tutun-CTC". These four contracts were selected for audit by a special parliamentary commission analyzing the procedure for organizing and conducting privatization and concession of state property in the period of 2013–2019. The Parliament, by its resolution, also asked the inclusion in the annual program of the Accounts Chamber's activities for 2020 the annual compliance audit of denationalization and privatization of state property in 2013-2019. In general, in the period of 2013-2019 in Moldova, 38 public-private partnership and concession contracts were signed, including 14 at the central level and 24 at the local level. The established investigative parliamentary commission is to evaluate the privatization process that took place and the correctness of the decisions taken, given that, as the experts point out, some privatization processes and public-private partnership projects, the transfer of state property in concession were initiated urgently, under suspicious circumstances, at end of the mandate of the former PDM government. The Commission will review the legality of the process and the compliance of privatization / concessions with the provisions of existing legislation.
