Avia Invest assets need to be seized urgently and the registration of its new owners in the Registration Chamber stopped in order to prevent the alienation of Chisinau Airport - Igor Munteanu
This was announced to reporters by the chairman of the special parliamentary commission to analyze the procedure for organizing and conducting privatization and transfer of state property to concessions during 2013-2019. Igor Munteanu noted that he sent the corresponding petition to the Acting Prosecutor General Dumitru Roibu and the Director of the National Anti-Corruption Center Ruslan Flocea. Igor Munteanu recalled that a special parliamentary commission asked on August 12 to start a criminal investigation into possible illegal actions against the Chisinau Airport concession, by sending petitions to the Prosecutor General and the NAC. He emphasized that Chisinau Airport is an important strategic object of the state, and the authorities will not allow to be fooled by any criminal group that wants to take advantage of a contract illegally concluded in 2013. Igor Munteanu explained that although the investigation conducted by the special commission of the parliament has not yet been completed, the elements of its analysis indicate serious violations of the law and procedures regarding concessions and public-private partnerships by reducing the list of bidders to 2 Russian companies and by subsequent failure of the winning company in favor of an offshore company with absorption of Avia Invest by Ilan Shor, which should alert the authorities in 2013. Igor Munteanu noted that the state can intervene at any stage of implementation of the contract on the concession for the protection of its interests. According to him, the priority of the competent authorities is to take all necessary measures to preserve the state’s rights to property transferred into concession. Igor Munteanu called on the Acting Prosecutor General Dumitru Roibu and NAC Director Ruslan Flocea to take security measures by issuing orders to seize Avia Invest assets and stop any transaction involving the State Registration Chamber and the Public Services Agency. According to him, these security measures must be taken urgently, they are legal. “Urgent measures mean 24 hours; nevertheless 264 hours have passed since the notification. Those responsible will be held accountable, and their assets must be seized,” Igor Munteanu emphasized. New electricity tariffs for consumers of Gas Natural Fenosa Furnizare Energie took effect
The ANRE decision on the approval of tariffs is published in Monitorul Oficial. According to the decision of the National Agency for Energy Regulation Board, dated August 16, the tariff for the supply of electricity to household consumers increased by almost 5.6%: from 179 to 189 bani per 1 kW / h excluding VAT. At the same time, for consumers of Gas Natural Fenosa Furnizare Energie, whose electrical installations are connected to medium-voltage distribution grids (6; 10 kW), the tariff was reduced by 7 bani - from 160 to 153 bani per 1 kW / h, and for those connected to high-voltage networks (35; 110 kW) – the tariff increased by only 4 bani - from 134 to 138 bani per 1 kW / h. At the same time, electricity distribution tariffs were set as follows: for low voltage networks (0.4 kW) - 62 bani per 1 kW / h excluding VAT (earlier 58 bani), average voltage (6; 10 kW) - 26 bani per 1 kW / h without VAT (39 bani), high voltage (35; 110 kW) - 12 bani for 1 kW / h without VAT (no change). When setting the tariffs, the forecast of the average annual inflation rate for 2019 at 4.8% and the MDL against the US dollar rate (according to the National Bank for the period of January 1-August 8, 2019) at the level of 16.58 lei were taken into account. The previous adjustment of tariffs for the supply and distribution of electricity was carried out by the ANRE on June 15, 2018. Then, the tariff for the supply of electricity was reduced by an average of 10%.
