ANRE and the Energy Community Secretariat monitor the process of holding tenders for the purchase of electricity in Moldova according to the new rules and principles and are ready to provide the necessary assistance and recommendations.
The energy regulator announced this was by, noting that at the end of the last week, the National Energy Regulatory Agency (ANRE) organized an online working meeting with the participation of representatives of the Energy Community Secretariat, the Ministry of Economy and Infrastructure, system operators and electricity suppliers who are fulfilling their obligations to hold a tender for the purchase of electricity from April 1st. The main topic of discussion was the purchase of electricity by the license holders, for which ANRE approves regulated tariffs / prices, which has an impact both in the context of ensuring the security of electricity supply and taking into account the social aspects related to the availability of electricity prices. ANRE representatives noted that the tender for the purchase of electricity by the current license holders is the first event organized on the basis of new principles and procedures, in accordance with the requirements of the Electricity Purchase Procedure, approved by the ANRE Decision of August 7, 2020 as an integral part of the Electricity Market Rules. Thus, the agency will oversee the tenders for the purchase of electricity held by license holders, electricity market participants, and will provide methodological support to all interested parties. Participants also discussed the evolution of the electricity procurement tender process, forecasts of license holders and analyzed potential problems that market participants may face before the end of the tender, including possible back-up scenarios if the bids submitted for the tender do not cover the required electricity volumes. All licensees are slated to draw up pre-selected vendor lists this week and begin the RFP phase, ending March 16. Most of the license holders have announced tenders for the purchase of electricity for a period of 1 year (from April 1, 2021 to March 31, 2022). At the end of the meeting, ANRE and the Secretariat of the Energy Community noted that they will continue to monitor the process of tenders for the purchase of electricity by all license holders and, if necessary, will offer the necessary recommendations to ensure maximum transparency of this process.
