Moldova's total state debt in October 2025 increased by 1 billion 376.2 million lei (+1.1%) and reached a new record high of 128 billion 649 million lei
Overall, in January-October 2025, Moldova's total state debt increased by 7 billion 255 million lei (+6%). It should be noted that the previous historical maximum of Moldova's total state debt was 127 billion 272.8 million lei and occurred at the end of September 2025. According to the Ministry of Finance, Moldova's total state debt at the end of December 2024 was 121 billion 394 million lei. The growth of total state debt in January-October 2025 was due to an increase in internal state debt by 4 billion 713.3 million lei (+10.7%) - from 43 billion 961.2 million lei (at the end of December 2024) to 48 billion 674.5 million lei (at the end of October 2025), as well as an increase in external state debt denominated in lei (MDL) by 2 billion 541.7 million lei (+3.3%) - from 77 billion 432.8 million to 79 billion 974.5 million lei. At the same time, the share of internal state debt in Moldova's total state debt at the end of October 2025 was 37.8% (37.6% a month earlier), and the share of external state debt was 62.2% (62.4%). Overall, the share of total state debt in GDP at the end of October 2025 was estimated at 36.6% against 37.5% at the end of December 2024. At the same time, according to preliminary data, GDP in 2024 amounted to 323 billion 816.8 million lei, and at the end of 2025, it is forecast at 351.1 billion lei. The Ministry of Finance noted that at the end of October 2025, the share of state debt payable within one year amounted to 30.1% of the total volume, while the share of internal state debt in the total volume of state debt amounted to 37.8%. The share of state debt in a specific currency in the total state debt at the end of October 2025 was 41.7%, and the share of state debt with a variable interest rate in the total state debt on the same date was 56.8%.
