In Moldova, the effectiveness of policies in the field of agriculture and rural development will be improved.
In particular, the LEADER program will be implemented at the expense of state funds, and advance subsidies will be provided for the implementation of projects within its framework. This is envisaged by the relevant amendments to the current legislation, which was approved by the parliamentary commission on agriculture and food industry and will propose the adoption of this bill in second reading at a plenary meeting of the parliament. It is agreed that projects under the LEADER program will be implemented at the expense of state funds and subsidized in advance, and up to 5% of the funds of the Agricultural Subsidies Subsidy Fund will be allocated for this. The LEADER program has been implemented in our country since 2015 with the support of development partners and in cooperation with the Ministry of Agriculture and Regional Development. At present, in our country there are 33 local action groups (GMD), numbering about 1000 members. In 2018, the total budget for co-financing of GMD from external sources amounted to about 7 million lei for about 160 micro-projects; in 2019, about 250 micro-projects received a total budget for co-financing from external sources in the amount of about 10 million lei.
