In Moldova, one of the largest donor projects for agriculture was extended for 2 years, thanks to which farmers will receive new grants from the World Bank.
This was announced by the East-Fruit project, noting that the Moldovan government received official notification about the extension of the MAC-P project funded by the World Bank to June 2021. The budget of the two grant lines for Moldovan farmers in this project phase will be almost $ 8 million. Conceptually, the MAC-P project was designed for the period from November 2012 to June 2019. Its budget was formed due to the long-term (for 20 years) preferential ( at 1.2% per year) of the World Bank loan to the Moldovan government in the amount of $ 47 million. In turn, the government distributed most of these funds in the form of grants to the final beneficiaries - agricultural producers and their groups. The main part of the project consisted of two grant lines: “Increasing productivity through sustainable soil management” and “Facilitating access to markets.” First of them provided financial incentives for the purchase of agricultural equipment for the implementation of resource-saving farming systems. The second is the formation of groups of agricultural producers and the support of their investments in the development of post-harvest infrastructure. With the consulting and technical assistance of the Joint Unit for the Implementation and Monitoring of Agricultural Projects of the World Bank in Moldova, UCIMPA, at the previous stage of the project, were formed 56 groups of agricultural producers in the status of entrepreneurial cooperatives. Of these, 34 groups received grants. They mainly specialized in the production of fruits (including one group of almond producers). Within the framework of the post-harvest infrastructure development component, at the first stage of the project entrepreneurial cooperatives used $ 9.2 million. The average grant amount during the previous stage of MAC-P was $ 270 thousand (the maximum possible grant was $ 350 thousand). Under the terms of the project, the beneficiary was to invest in the implementation of own business plan as much of own funds as was the sum of the grant from MAC-P. Until now, fruit growing was the main area of investment in the post-harvest infrastructure, stimulated by grants of MAC-P. About 90% of the projects with the grant component of the project were investments in the construction of 34 industrial refrigerators. Their total storage capacity is about 31 thousand tons of fruits, berries and vegetables per season. Thus, with the financial support of MAC-P, in Moldova have been created about 10% of all existing refrigeration warehouses in the country, which, according to expert estimates, are capable of receiving about 300-320 thousand tons of fruits and vegetables. At the same time, most of the refrigerators built by beneficiaries of MAC-P are the most modern infrastructural complexes, including both cameras for storing products with a controlled gaseous medium, and lines for sorting and packaging fruits in modern packaging (there were purchased 13 of them). Six groups of agricultural producers, who built and modernized their production infrastructure through the financing of MAC-P, became independent active exporters and diversified export supplies. In particular, these enterprises were among the first to enter the markets of the countries of the Persian Gulf, Southeast Asia and the USA with their products. Thanks to investments in post-harvest infrastructure, at agricultural enterprises of beneficiaries of MAC-P were created 4.8 thousand jobs, of which about half are permanent, for the entire marketing season. For the next 2 years, within the framework of this component of the project, the budget of the grant line is $ 3.5 million. According to UCIMPA Executive Director Liviu Gumovschi, over the next 2 years, at least 10 groups of farmers from the fruit growing sector will receive grants for dairy farming and beekeeping.
