In Moldova, fishing permits will be issued through the automated e-Pescuit information system.
The Ministry of Agriculture, Regional Development and the Environment presented for public consultation the concept of the e-Pescuit information system and a provision on its organization and functioning. The system is designed to automate the processing, issuance, systematization of fishing permits. The creation of such a system is provided for by the National Action Plan for the implementation of the Association Agreement of the RM-EU for 2017-2019, as well as the reform of the modernization of public services for 2017-2021. According to the ministry, in the first quarter of 2019, were issued more than 10 thousand permits for amateur, sport and recreational fishing. The procedure for issuing permits is associated with the expenditure of time and money: applicants must personally introduce themselves to the Environmental Protection Agency, wait for a queue, pay the necessary fees at a bank. Creating an e-Pescuit system will allow digitizing many processes, which will save time, money and administrative effort in issuing permits. Applicants will be able to request fishing permits online and will not depend on the agency’s work schedule. The fee for issuing a permit can be paid either through an online banking, or in cash through payment terminals or banks and post offices. All payment methods will be centralized through the Mpay government payment system. The authors of the project note that the exclusion of the human factor in the processing of documentation will also reduce the risk of corruption. At the same time, the costs of printing templates for permits, as well as the costs of registering registers and reports, will be eliminated, the working time of the agency staff will be optimized. According to preliminary information, the cost of creating an e-Pescuit system will amount to 116.1 thousand lei. About 24 thousand lei more will be required for the development of the administration guide and instructions and almost 40 thousand lei for the development of technical instructions for programming the system.
